Description

JOB SUMMARY
This position is responsible for directing the daily operations of the transportation department to assure safe and efficient pupil transportation, vehicle maintenance, vehicle acquisition, routing, and scheduling.

ESSENTIAL FUNCTIONS
This list of essential functions is not exhaustive and may be supplemented as necessary.
1. Provides leadership to the transportation department on day-to-day operations. Monitors daily operations to assure that work is performed efficiently and in accordance with appropriate regulations, policies, procedures, and guidelines.
2. Oversees all aspects of the daily bus and shop operations. Provides lead direction to Transportation department office and shop staff. Facilitates staff meetings to provide information and address operational issues.
3. Resolves or delegates daily operational problems or emergencies while coordinating with the Director of Support Services on complex problems.
4. Provides recommendations to district administration regarding changes in school start/end times and school cancellations due to weather conditions.
5. Responds to routine personnel questions or concerns in compliance with applicable collective bargaining agreements and district policy. Consults with Director of Support Services and Director of Human Resources on non-routine issues.
6. Establishes and maintains positive customer relationships with parents, schools, and departments. Coordinates with transportation department staff, schools, and customers on start of school protocols and resolves concerns.
7. Coordinates and provides input in the district transportation services, routing and scheduling efforts, and preparing the annual pupil transportation report.
8. Coordinates and assists with the district transportation training program, collision investigations, safety programs, student management, drug and alcohol testing, bus driver performance evaluations and staff development.
9. Coordinates with Shop Leads to prepare for annual state bus inspections. Coordinates with Director of Support Services on resolving any inspection issues.
10. Collaborates with a variety of personnel from other departments, districts, state agencies, and organizations relating to pupil transportation.

11. Coordinates with local municipalities and agencies to improve student walkways, road conditions and other safety related issues in the district.
12. Coordinates with Business Services staff and with the Director of Support Services to respond to and resolve to state audit findings or concerns.
13. May assist in the collective bargaining process applicable to the transportation department by providing recommendations and input. Administers applicable bargaining agreements.
14. Meets regularly with Director of Support Services to provide information on operational issues, including changes in pupil transportation regulations and guidelines.
15. Coordinates with the Support Services Assistant Fiscal Director on monthly and/or annually fiscal performance analysis. Participates with budget planning, forecasting and variance analysis to ensure department fiscal responsibilities.
16. Assists and/or coordinates with the development of policies and procedures, system upgrades and implementations, and department staffing changes.
17. Performs other related duties as assigned.

REPORTING RELATIONSHIP
Reports to the Director of Support Services. Provides direction to Transportation Department staff and management team including; assigned Bus Drivers, Dispatchers, Driver Trainers, Office Manager, Transportation Operations Specialist, and Shop Leads.

WORKING CONDITIONS
Works in an office environment. May, on occasion, be required to wear protective clothing and work outside or in an environment with exposure to petroleum fumes; may be required to lift up to 60 lbs.; may be required to work flexible hours including early mornings and late evenings.

SALARY LEVEL: Level D

CONTRACT: 260 days/8 hours

FLSA: Exempt

ANNUAL SALARY: $176,578 - $185,517 Placement determined by Human Resources DOE



Requirements

EDUCATION AND EXPERIENCE
At least five (5) years of experience in school district transportation operations, with at least one (1) year of experience hiring and supervising staff. Certificate of Completion of the Pupil Transportation Management Program Level 3 required.

Allowable Substitution
Alternative combinations of training and experience will be evaluated by Human Resources to determine comparability.

Knowledge, Skills, and Abilities
Knowledge of safety standards, laws, codes, rules, regulations, policies, and procedures relating to pupil transportation. Knowledge of the principles and practices of pupil transportation planning, scheduling and route development. Knowledge of the principles, practices, and techniques of vehicle maintenance and related safety and legal standards. Knowledge of the principles and practices of supervision. Skill in listening and resolving problems. Ability to plan, organize, and oversee assigned work programs, including monitoring work schedules and work performance. Ability to prepare written reports and correspondence. Ability to analyze and evaluate operations and develop and implement corrective action, as necessary, to resolve problems and ensure cost-effective operations. Ability to communicate effectively, both orally and in writing. Ability to operate a computer and word processing, spreadsheet, and database software; ability to learn specific software programs. Ability to establish and maintain effective working relationships with subordinates, other employees, and the general public. Ability to operate school bus and district vehicles.

Valid Washington State Driver's License, valid First Aid and CPR Certificates
